Did the BBC become less popular by trying to be more popular? Something that happens to individuals.

The BBC is tied to whatever government is in power. They decide how much cash it gets, how much it can charge people for a licence, and to what degree it can pursue people without licences, including those who have no television. As a propaganda service it has to tread carefully, not offending those in power, carrying out their wishes but at the same time endeavouring to look politically neutral. It is probably the only propaganda service worldwide that is paid for directly by those that use it, and those who do not use it, whether they like it or not.
So if the current government lose popularity, so does the BBC. In the UK it has lost a great deal of popularity, especially among young people, many of whom detest the present government and the sleazy deals in its recent past.
Interestingly, the BBC has several times approached the UK government with the idea of everyone in the UK paying an Internet Licence, if the tv licence were to be abolished. No government has so far dared to look at this seriously, for obvious reasons. But it does give you an idea of what a grasping selfish organisation it is,

It's very easy not to have a TV licence, especially if you don't have a TV. Vanman's brother in law, before marrying vanman's sister, moved into a high rise flat. He didn't have a TV, couldn't afford one being a poor student. One day he caught a 'TV license investigator' shining a torch through his letterbox. He whipped the door open, snatched the torch off him and threw it over the balcony. He said, if the "investigator" didn't want to follow it, to sod off and stop bothering him, as he didn't have a TV. Three days later, he bought a second hand TV. He never heard from the BBC licensing people again.....

The BBBC is now run by managers replacing producers.
