Girga should have been banned from driving under the "totting up" scheme, which saw him accumulate 25 points for a range of offences. But the MoJ said a chain of administrative and communication errors meant Girga had been able to stay on the road.
Sounds like the courts were as much to blame as the killer driver.
I wonder if he had any. If somebody puts his car on their insurance, it will show on the MID as insured, so ANPR will leave it alone. That's where the powers that be went wrong with the automation of Traffic Police. Computer says yes? Leave it alone.

when i was much younger and bit of a hooligan had 29 endorsements on my licence = to 87 points and was not banned,was because all were received on the same day. in my defence have had a clean one now for over thirty years
